Bio

Tim Gould was appointed the Agency’s Chief Energy Economist in 2021. As Chief Energy Economist, he provides strategic advice on energy economics across a wide range of IEA activities and analysis. Mr Gould is also Head of the Division for Energy Supply and Investment Outlooks, in which capacity he coleads the World Energy Outlook, the IEA’s flagship publication, and oversees the Agency’s work on investment and finance, including the World Energy Investment report. Mr Gould joined the IEA in 2008, initially as a specialist on Russian and Caspian energy, and in recent years has designed and directed the World Energy Outlook together with the IEA’s Chief Energy Modeller while contributing to the Outlook as a principal author. Prior to joining the IEA, Mr Gould worked on European and Eurasian energy issues in Brussels and has ten years of experience in Eastern Europe, primarily in Ukraine. He graduated from Oxford University and has a post-graduate diploma from the School of Advanced International Studies of Johns Hopkins University.

Tirthankar Mandal is the Head of Energy Policy in the Energy Program at World Resources Institute, India. Here, he leads the energy policy work and informs the national policymaking process with evidence from projects that the energy program carries out in the spheres of energy for development, clean energy, energy transition for India and urban energy space. Tirthankar comes to World Resources Institute, India, with extensive experience in clean energy, climate change, and development policy analysis. Before this, he worked as a policy expert in organizations like Confederation of Indian Industry (CII) and World Wide Fund for Nature-India (WWF India).

Dr.Titiporn Sangpetch has been working with EGAT since 1994. She received BEng in Electrical Engineering at Prince of Songkhla University, THAILAND, in 1994; MEng in Engineering Management at University of Colorado, Boulder, USA, in 1998; and PhD of Power Engineering in Energy Management, majoring in power systems planning at University of Strathclyde, Glasgow, UK, in 2006, respectively. In 2019, she was appointed Chief of New Power System Development Planning Department; and in 2021 has appointed Chief of Power System Connection Planning and Cooperation Department. Her current work is centered on sustainable development by means of renewables integration with new technologies’ adoption (e.g., EV, BESS, VPP, DR, etc.) and power system reliability assessment, for grid connection planning within the country as well as cross-border interconnection planning and power trade in ASEAN and inter-regions.

Tom is the founder and director of Except, and the visionary force behind its development. Tom founded Except at the age of 19 in 1999 with a mission to find systemic solutions for our societal challenges by combining science, business, design, and communication. In the past decades, he has developed several hundred projects globally, for groundbreaking sustainable cities, buildings, business, policy, and industry. Tom’s vision shows that we can flourish globally when we simultaneously integrate environmental, societal, economical, and technical aspects in our society. He is a frequent keynote speaker, and author of the Symbiosis in Development (SiD) framework and books.

Tom Morley leads on international CCUS engagement and strategy at the UK Department of Business, Energy and Industrial Strategy. Tom acts on behalf of the UK as Co-lead of the CEM CCUS initiative (alongside the USA, Saudi Arabia and Norway) and further represents the UK in key international CCUS fora. Tom has worked in both public and private sector settings, previously providing environmental and sustainability assessments in the UK.

Dr Tony Zhang is the Senior Client Engagement Lead with the Global CCS Institute, based in Melbourne, Australia.

Tony has more than 12 years experiences in CCS. Tony leads client engagement activities in Oceania, Southeast Asia’, and South Asia. He manages operational and strategic relationships with members, clients and partners. His expertise includes strategic partnerships, climate change policy, technology transfer, project finance, CCUS technology, and commercialization. He has advised governments, development banks, and investment banks on CCS policies, projects, and finance. He has worked on various carbon capture and gas separations projects with oil/gas, iron/steel, mining, and power companies. He founded an industry-funded start-up company which had successfully developed and demonstrated a novel emission reduction technology. He has several patents and has published academic papers.

Tony has a PhD in Engineering Science and a master’s degree in law (LLM).

Toru Ito is senior energy specialist of ADB energy sector group in Sustainable Development and Climate Change department. He belongs to expert pool and his specialty is gas energy technology. He is working for knowledge sharing on hydrogen energy as well as technical support for natural gas project. Before joining ADB, he had worked for Hitachi, ltd in Japan as engineering department manager in thermal power division. He has good experience on engineering of thermal power plant, especially gas turbine for around 20 years.

Toru Kobayakawa is the Deputy Director General of Infrastructure Management Department, leading Energy and Mining Group. He is responsible for the formulation and implementation of JICA’s operational strategy in the energy and mining sectors. He also manages bilateral cooperation projects in the sectors across the world, including master planning, technical assistance, and grant-aid project design. Prior to his current assignment, Toru was a country director for Sri Lanka and the Maldives, taking responsibility for the entire portfolio of JICA operations for the countries. He also worked in JICA overseas offices in India and Sri Lanka, where he led the operational section. Toru holds a bachelor’s degree in aeronautics from the University of Tokyo and a Ph.D. in energy studies from the Indian Institute of Technology Delhi.

Toru is the Senior Director for Climate Change, Resilience, and Environment. He joined ADB in 2004 as one of the original members of the climate and clean energy team when ACEF was launched. He established the Carbon Market Program, led ADB’s first corporate climate change action plan, and in 2011 he was seconded to the UNFCCC to help design the GCF and the Climate Technology Centre and Network. From 2014 he served in ADB’s Southeast Asia Department as country sector focal and project team leader for multiple energy programs exceeding $2 billion in financing, then as the Director for Energy overseeing sovereign operations and the bank-wide Energy Transition Mechanism team. Prior to ADB he was Asian Business Manager at Trexler Climate and Energy Services Inc., and Research Associate at ACEEE. He holds a Master’s degree in Environment and Energy Policy from the Biden School, University of Delaware, and a Bachelor’s degree in Mechanical Engineering from Waseda University.

Mr. Toshiaki Nagata is Director of Global Environment Partnership Office at METI, Japan. Having taken up the post on July 1 2019, he’s been leading a variety of work relating to international cooperation to address climate change, including, but not limited to, climate negotiations under the UN and bilateral cooperation to promote low-carbon innovations and policy designing. He started his engagement in the climate change field at environment divisions in METI in 2001. Since then, his work has constantly focused on promoting international efforts to address climate change, including through the use of carbon markets and cleaner energy. His career history also includes work at two renowned international organizations relating to climate and energy: the Climate Change Secretariat in Bonn, Germany (2003-2007) and International Renewable Energy Agency (IRENA) in Abu Dhabi, United Arab Emirates (2017-2019).
