Mr Lok joined the Embassy of Canada in the Philippines as Head of Cooperation in 2021. Before joining the Embassy of Canada to the Philippines, John Lok held various positions at Global Affairs Canada, most recently Deputy Director of Bilateral Relations with Sri Lanka and Maldives. He previously worked on policy development (Feminist International Assistance Policy) and on Canada’s engagement at the United Nations (Agenda 2030 for Sustainable Development) and the G20 (Development Working Group). He also served abroad as First Secretary (Development) and Vice Consul at the Office of the Canadian Embassy in La Paz, Bolivia. Prior to joining Global Affairs Canada, he held a number of operational and policy positions at the Canadian International Development Agency. He holds a Bachelor of Arts in Geography from Simon Fraser University and a Master of Arts in Public Administration and Public Policy from Concordia University.

John Cotton is the Senior Programme Manager and Deputy Director for the Southeast Asia Energy Transition Partnership (ETP) at the United Nations Office for Project Services (UNOPS). Educated with a Masters in Energy Policy from the University of Sussex, he has been based in Southeast Asia for 20 years, dedicating a decade of which to renewable energy project development and climate change mitigation efforts. John has worked across a gamut of private and public sector roles, ranging from Chief Administrative Officer for a Thai EPC in the transmission and distribution sector, Managing Director of a pan-Asia engineering consultancy, and working in the Southeast Asia COP unit at the FCDO in the build up to COP26. With ETP, John is primarily responsible the design and implementation of programmes aimed at expediting the energy transition across Southeast Asia in accordance with the ETP Secretariat mandate and strategy.

A licensed electrical engineer with experience in the Philippine transmission sector. He currently serves as Manager of the Project Review and Monitoring Division at the National Transmission Corporation (TransCo), where he leads the review and evaluation of transmission projects and policy initiatives. Actively participates in high-level energy sector committees and technical studies for the Department of Energy and other industry stakeholders, focusing on grid integration, reliability, and regulatory compliance.He earned his master’s degree and bachelor’s degree in electrical engineering from Mapua University. A Registered Electrical Engineer and Associate ASEAN Engineer, he brings strong technical expertise and leadership to the field. Alongside his work in the energy sector, he has been active in teaching electrical engineering subjects across several colleges and universities, helping develop future professionals through practical and industry-aligned instruction.

Dr. Jong Woo Kang is Director of Regional Cooperation and Integration Division at the Economic Research and Development Impact Department (ERDI) of the Asian Development Bank (ADB). As director, he plays a role as an interface between ADB’s internal and external stakeholders on regional cooperation and integration. He is a seasoned economist with extensive knowledge and experience on policy and strategic issues. He was Principal Economist at ERDI, Senior Advisor to the Managing Director General of ADB and Senior Economist at Strategy and Policy Department at ADB. He leads the annual publication of Asian Economic Integration Report. Areas of his research interest include regional integration, inclusive growth, macroeconomic policies, international trade and finance, and aid effectiveness. He published articles in economics journals such as Journal of Development Economics, Journal of Applied Economics, and World Economy. Before joining ADB, he was director at Ministry of Finance and Economy of Korea until 2006. He had got his BA in economics and MA in public administration from Seoul National University, and PhD in economics from University of Washington.

Joonho Hwang is the Director, Energy Sector Office, responsible for the East, Central, and West Asia regions of the Asian Development Bank (ADB). He has over 25 years of work experience including more than 15 years in ADB where he has progressively assumed various posts. As the Project Administration Unit (PAU) Head of CWEN until 2018, he led and supported the team in processing more than 30 projects and administrating more than 40 projects for a $8 billion portfolio. In 2018-2020, he led the Cambodia Resident Mission team delivering the country operation of all sectors and preparing the country partnership strategy and country operation and business plan. He assumed the current position in August 2020. He holds a Doctorate in Civil Engineering. Before joining ADB, he worked as a licensed Professional Engineer in the United States, and led multidisciplinary teams for projects in oil/gas, power, and transport sectors.

Joseph E. Zveglich Jr. is the Deputy Director General of the Economic Research and Development Impact Department at the Asian Development Bank. In this role, he supports the Chief Economist and Director General in overseeing the department’s workplan, ensuring quality outputs, managing staff and resources, and advising on operations to meet the departmental goals. Previously as the Deputy Chief Economist, Mr. Zveglich set the research directions for the department, ensured research quality, and provided briefs to the ADB Board and Management on emerging economic issues. Mr. Zveglich has also served as Director of Macroeconomic Research at ADB’s Economic Research and Development Impact Department, Principal Planning and Policy Economist at ADB's Strategy and Policy Department, Senior Advisor to the President, and as Deputy Country Director at the ADB's Sri Lanka Resident Mission. He joined ADB in 1998. Before ADB, Mr. Zveglich worked as a Researcher and Instructor at the Harvard Institute for International Development as part of the team providing capacity building to government officials in macroeconomic policy and management. He was also a Visiting Instructor at the College of William and Mary.

Engr. Joshua Miguel Lopez is the Founding Chairperson of Reboot Philippines, an NGO pushing for a just and democratic energy transition in the Philippines. Reboot PH has pushed to mainstream climate and energy education, strengthen local energy governance, develop projects applying renewables in agriculture, and campaigned for the inclusion of just transition in the Philippine Youth Development Plan. Outside Reboot PH, he worked on projects on subnational energy transitions, just energy transition policy advocacy, carbon sequestration in agriculture, commercialization of solid-state hydrogen batteries, and transition minerals governance. He is a licensed mining engineer with a master's degree in Public Management. He is a fellow of the World Economic Forum's Global Shapers Community, Galing Pook Foundation, Better Climate Governance, and Climate Reality.

Joyce Eleanor Tolentino is a Financing Partnerships Specialist in the Partner Funds Division of the Asian Development Bank (ADB). She is involved in cofinancing, trust fund management, and resource mobilization, where she has worked with bilateral and multilateral development partners and non-traditional donors such as philanthropies. She has played key roles in setting up complex financing facilities to enable strategic initiatives of ADB. Joyce was co-team leader for the establishment of the Energy Transition Mechanism Partnership Trust Fund and is part of the fund management team. She was a core team member for the establishment of the Innovative Finance Facility for Climate in Asia and the Pacific (IF-CAP), a financing partnership facility with a novel guarantee mechanism to enhance ADB’s lending headroom for more climate investments, and now administers the IF-CAP Secretariat. Prior to joining ADB, Joyce worked with the Philippines’ Energy Regulatory Commission and the Energy and Clean Air Project under USAID, and had an extensive career in trade promotion, business development, and partnership initiatives with the UK Trade and Investment and the British Embassy Manila.

Jung Kwan Kim is the President and Chief Marketing Officer of Doosan Enerbility, bringing extensive experience in economics, energy, and public policy. Prior to his current role, he served as Executive Vice President and CMO of Doosan Enerbility and was previously CEO of the Doosan Business Research Institute. His distinguished public sector career includes serving as Chief Policy Advisor to the Deputy Prime Minister and Director General at the Ministry of Economy and Finance, Director at the Bank of Korea, and Senior Cofinancing Officer at the World Bank in Washington, D.C. He also held key roles in the Office of the President of the Republic of Korea. Dr. Kim holds a Ph.D. in Economics from the University of Missouri, USA, and a B.S. in Economics from Seoul National University. His leadership combines deep economic insight with strategic expertise in global energy and industrial markets.

She has been serving as a Sales & Business Development of oil & gas, petrochemical plant, especially in GCC regions such as Saudi Arabia, UAE, Oman, Bahrain, etc., and has recently expanded her business field to include sales activities of Energy Transition products such as Blue Ammonia and SAF etc.She holds a bachelor's degree in the Department of German Language and Literature from Seoul National University.
