Thematic Track Session 4.4 (Private Sector and Partnership Financing)

Strengthening Regulatory Frameworks and Policy for Clean Energy Investments

Thursday, 5 June 2025

11:00 a.m. – 12:30 p.m. (GMT +8)

Effective regulatory frameworks and supportive policies are critical to mobilizing private investment in clean energy. Governments across Asia and the Pacific are working to create enabling environments through incentives, contract transparency, and long-term policy clarity. However, inconsistencies across jurisdictions and gaps in implementation continue to pose barriers to investor confidence and project development. This session will explore how policy innovation and regulatory harmonization can support market growth, increase transparency, and attract new investment.

The session will feature diverse perspectives on strengthening the policy foundations for clean energy finance. Discussions will include regulatory challenges and proposed solutions, the role of monetary and prudential policies in scaling transition finance, and how contract transparency can increase private sector participation. Presenters will also examine strategic approaches to integrating renewable energy development with biodiversity protection, and how pumped storage can support clean, reliable, and integrated energy systems.
