Gillian serves as the Chief Climate Officer and is responsible for directing and overseeing all climate and environment work across the agency. She also serves as Deputy Assistant Administrator, overseeing DDI’s Center for Environment, Energy, and Infrastructure and the Office of Environmental and Social Risk Management. Ms. Caldwell has worked to protect human rights and the environment throughout her career. Prior to joining USAID, she served as the CEO of Global Witness, which has a focus on tackling climate change and deploys investigations into corruption and natural resource extraction to drive systems change worldwide. From 2007-2010, she launched and led 1Sky, a highly collaborative cross-sector campaign with over 600 allied organizations to pass legislation in the U.S. to address the climate crisis. Gillian also has extensive experience consulting in the areas of strategic planning and organizational development with over 70 non-profits, foundations, and universities.

I am the manager of PSALM IPP/IPPA Contracts Administration Department. PSALM is a government-owned and controlled corporation which took ownership of all existing generation assets, liabilities, IPP contracts, real estate, and all other disposable assets of the National Power Corporation with the objective of liquidating all NPC financial obligations in an optimal manner. The IPP/IPPA Contracts Administration Department manages the assumed IPP contracts and at the same time prepares the requirements for bidders and the parameters for bidding with regard to the tendering and appointment of IPP administrators as a mode of privatization. I am a lawyer by profession with more than 20 years of government service.

She has also coordinated and produced knowledge products on sustainable infrastructure development in East Asia. She earned her PhD from Tohoku University, Japan.

Gokhan is a Power Systems and Smart Grids Expert, dedicated to advancing grid resilience and reliability through a blend of traditional and cutting-edge technological investments. His extensive expertise encompasses the planning, design, and implementation of sophisticated smart grid systems and digitalization projects. Recently, Gokhan has played a leading role in supporting and technically guiding the Power System Master Plans for Kazakhstan, Uzbekistan, and Kyrgyzstan. His international impact is notable, especially in Kazakhstan, Uzbekistan, Tajikistan, Kyrgyzstan, Türkiye, Azerbaijan, Georgia, the Middle East, Pakistan, Kosovo, Bulgaria, Afghanistan, Albania, and various African countries. His ability to merge innovative solutions with the complexities of modern energy systems makes him a key figure in promoting grid modernization and sustainable energy practices worldwide.

Chang was formally endorsed as substantive Executive Director for the Pacific Power Association by unanimous vote from the PPA board in September this year. This demonstrates the respect he has earned from the 25 Pacific Island Utilities current active members of the association over his 24 years with the organisation. Chang is a tireless advocate for regionalism and capacity building for Pacific Utilities and has developed strong relationships with ADB, the World Bank and the Pacific Regional Infrastructure Facility. The PPA will become an increasingly important partner as Australia steps up its engagement in the Pacific’s energy transition.

Ms. Miso has over 8 years of experience in project finance and public-private partnerships. In ADB, she works in Uzbekistan, Kazakhstan, and India on energy, water, and utilities projects. Her notable projects in the region that have recently closed include the Tashkent District Heating Project, Namangan Wastewater PPP Project, Sherabad Solar Project, and Guzar Solar Project. Previously, she was with the International Finance Corporation PPP transaction advisory department covering the Philippines, Indonesia, Lao PDR, and Myanmar in the transport, energy, and water sectors. Ms. Miso holds a BA in Management Economics from the Ateneo de Manila University in the Philippines and an MSc on International Finance from the Institut d’Administration des Entreprises in France.

Grace Yeneza is a pioneer and advocate of clean energy with over 30 years of working knowledge in the energy sector. Her concrete, on-the-ground involvements in all types of renewable energy gives her solid grasp of the success factors and pitfalls of renewable and clean energy project development. Her wide network among government and private energy stakeholders is valuable to any project/program implementation in the Philippines. Ms. Yeneza founded and manages Preferred Energy, Inc., an NGO promoting clean and energy efficient solutions. Her professional experiences include: serving as Corporate Planning Director of the National Electrification Administration and policy/program advisor to the Philippine Department of Energy and Congressional Committee on Energy; working with bilateral and multilateral development institutions, i.e., USAID, UNDP, ADB, WB, IFC, JICA and GIZ, among others, and supporting private companies and electric cooperatives in implementing renewable and clean energy projects. Currently, she is a consultant of ADB’s Energy Sector Group under the Sector Advisory Cluster (SDSC-ENE) of the Sustainable Development and Climate Change (SDCC) Department.

Grimi is part of the Climate Finance Business Development Team (CFBDT) composed of four Regional Trade Commissioners (Manila, London, Abidjan, Washington DC) and Ottawa-based Climate Finance sector bureau. The CFBDT helps Canadian companies access financing for mitigation and adaptation projects in developing countries in sectors such as climate-smart agriculture, clean technologies, green infrastructure, among others.

Dr Gul Muhammad Khan is currently the Director of Center for Intelligent Systems and Networks Research (CISNR), and National Centre of AI(NCAI), the research centres he established and professor at Electrical Engineering Department UET Peshawar. He holds a PhD in intelligent System design from University of York, UK and is the pioneer of Cartesian Genetic Programming evolved Developmental network (CGPDN) providing an indirect method of decoding for neural programs. He has introduced the concept of photo billing in Pakistan’s energy sector to cater for under/overbilling anomalies and provide an efficient and transparent mechanism for metering data collection. Dr. Gul furthermore has introduced Electrocure-Meterless smart metering concept to provide low-cost smart metering in developing countries for efficient low-carbon smart metering and reduction of administrative, technical and commercial losses with ability of theft control. He pioneered the concept of auto-load balancing on distribution lines and provided a mechanism for load confinement to ensure reliable electricity supply to core entities in present of highly fluctuating loads and DR ration, in case of green energy generation from MHPs. In last two decades, Dr Gul has obtained research funding of more than 2.5 billions, completed 21 research projects with 5 in progress. He has supervised six PhD and 20 MS researchers, has filed three US and six national patents, published over hundred research articles.

Dr. Gul Muhammad Khan is currently the Director of Center for Intelligent Systems and Networks Research (CISNR), and National Centre of AI(NCAI), the research centres he established and professor at Electrical Engineering Department UET Peshawar. The Centre has six PhD and 15 MS researchers working fulltime. He is the sole author of a book published with springer titled: “Evolution of Artificial Neural Development: In search of learning genes”. He has filed three US And six national Patents, published over hundred research articles in Impact factor Journals and Conferences of repute. He was invited as a speaker to conferences in more than ten technologically advanced countries, including US and UK. He has arranged 8 national conferences and one international conference and is on the program committee member of more than ten international conferences. His h-index is 22 and i-10 index is 51 in last 15 years. His cumulative Impact factor is 113.816.
