Bio

Dr Romeo Pacudan is a Technical Director/Senior Power Specialist at Ricardo Energy and Environment (United Kingdom). He is responsible for Ricardo’s power sector business development and at the same time taking the technical lead in power sector transition projects in Asia and the Pacific region. He has more than 25 years of experience in energy/power sector development and has carried out assignments from various governments, the private sector, and multilateral organizations. Prior to joining Ricardo Energy and Environment, Romeo was the Interim CEO of the Brunei National Energy Research Institute, and as Associate Professor of the Universiti Brunei Darussalam. He has also worked in international organisations such as the German International Cooperation (GIZ) (Germany), Risoe National Laboratory (Denmark) and Asian Institute of Technology (Thailand). Romeo Pacudan holds a PhD in Energy Economics from Universite Grenoble-Alpes (France) and Master of Engineering in Energy Technology from the Asian Institute of Technology (Thailand).

Ambassador Ronald (Ronny) Jumeau is a former Cabinet Minister and Ambassador of the Republic of Seychelles. He was Cabinet Secretary in the President’s Office, Permanent Representative to the United Nations, Ambassador to the United States, Canada, Brazil, Cuba and Jamaica and Roving Ambassador for Climate Change and Small Island Developing State Issues. He represented Small Island Developing States on the Green Climate Fund board, the world’s largest fund helping developing countries address climate change and was Chair of the Global Island Partnership and a member of Seychelles’ delegations to the United Nations climate change conferences from 2007 to 2021. He was most recently Chair of SIDS DOCK, the SIDS’ sustainable energy and climate resilience organisation, and is currently its Roving Ambassador for the Ocean. He is now a consultant and advisor to government and civil society nationally and internationally on climate change, conservation, sustainable development, and the ocean.

Ronald is a seasoned energy consultant working for 25 years with Dornier Power and Heat GmbH and its predecessors. While his main responsibility is with the international sales of consulting engineering services, he also acted as contract and project manager. Ronald has a broad knowledge of power and heat generation, transmission, distribution, and storage technologies, on power plant flexibilization and decarbonization, decommissioning and re-purposing. Ronald has substantial experience in preparation and implementation of capacity building programs and is currently providing a series knowledge sharing sessions on coal power plant retirement and repurposing for an Indonesian client.

Ronan is a Senior Manager in the Ventures and Market Building team within CCA. Prior to CCA he worked for Accenture Development Partnerships, a consulting firm with a focus on working with social enterprises, predominantly in Sub-Saharan Africa

Ms. Liu Rong works for Beijing Heating Group, the largest cogeneration central heating enterprise in China and also served as Vice president of China District Heating Association and also the Chinese representative of the IEA-DHC Executive Committee. She has been engaged in the technology research and engineering practice of district heating industry for more than 30 years ,has professional experience in clean heating and intelligent heating, has edited more than 10 technical standards in the field of district heating in China and won the Beijing Science and Technology Progress Award.

Rosa Garcia is an Energy Efficiency and Cooling Specialist with SEforALL where she supports a number of actions to accelerate global energy efficiency and sustainable cooling. Rosa has previously collaborated with the Government of Mexico, the KfW and the World Bank on energy efficiency projects for the residential sector and SMEs. Rosa holds a Master's degree of International Development & Energy from the Paris Institute of Political Studies and a Master's degree of Development Policies and Projects from Pantheon- Sorbonne.

Rosamond Bing is the Chief Executive Officer for the Ministry of Lands and Natural Resources for the Government of the Kingdom of Tonga. She has held senior executive positions and acted as in-house legal counsel for the Ministry for over 20 years.

In her role as Chief Executive Officer, Ms. Bing is responsible for the executive oversight of six divisions – leadership and policy, corporate services, land administration, survey services, natural resources, land and geographical information systems and the national spatial planning office.

She is a Co-Chair of the Government’s Oceans 7 Technical Working Group and principal drafter of the Tonga Oceans Management Bill 2022.

Ms. Bing’s interests are in constitutional and administrative law and natural resources management.

Dr. Rowena Cristina L. Guevara is the Undersecretary of the Department of Energy (DOE), supervising the Renewable Energy Management Bureau and Electric Power Industry Management Bureau. She is seconded from the Electrical and Electronics Engineering Institute of the University of the Philippines Diliman, where she is Professor XII. Dr. Guevara previously served as President and CEO of the National Transmission Corporation and as Undersecretary for Research and Development of the Department of Science and Technology (DOST). She led the DOST Science for Change Program (S4CP) that democratize R&D in the country. S4CP received the United Nations Public Service Award in 2022. Her government service spans over 37 years, including the Deanship of the UP College of Engineering from 2004 to 2010. She received several awards in engineering, education, and public service, including the 2010 Metrobank Outstanding Teachers of the Philippines and the 2018 Gawad Career Executive Service Presidential Award.

"Mr. Ryuta Suzuki has nearly 30 years of experience in the field of development finance and is currently leading a task group in JBIC to promote Asia Zero Emission Community (AZEC). Prior to his current role, he was stationed in Istanbul, Türkiye to establish a new representative office of JBIC. While he served as the first Chief Representative in Istanbul, he found that Japanese energy efficiency technology can be applied by various Turkish industries to comply with the Carbon Border Adjustment Mechanism (CBAM) introduced by EU. Through collaboration with Turkish development banks, he has launched JBIC’s first GREEN untied loan to support energy efficiency projects. Through his activities in several operational departments in JBIC, Mr. Suzuki has acquired wide range of knowledge and expertise on electricity power sector including transmission and distribution network, energy efficiency technologies, and so on."

I am currently advising on water management projects in Pakistan, Uzbekistan, the Maldives, Bangladesh, Micronesia, and Australia. Previous employers include the Asian Development Bank, The Philippines; the NSW Department of Planning and Environment, Australia; the International Water Management Institute (Pakistan, India, and Sri Lanka); Sultan Qaboos University, Oman; CSIRO Australia; the University of Arkansas, USA; and the University of Peradeniya, Sri Lanka. Ability to provide high-level strategic advice at the senior management level and proven skills in representing organizations in international forums, before government agencies, with industry bodies, and in the scientific research community. Postgraduate degrees in irrigation and groundwater hydrology from Texas A&M University, USA."

S.K. Chou is a professor at the Department of Mechanical Engineering, National University of Singapore. He chairs the Technical Committee of the NUS Cooling Energy Science and Technology Singapore (CoolestSG) Consortium. Between 1992 and 2007, he held positions as Director, Industry and Technology Relations Office, Head of the Department of Mechanical Engineering, and Vice-Dean of the NUS Faculty of Engineering. Professor Chou was the founding executive director of the NUS Energy Studies Institute, established in 2007. He is Emeritus President of the Institution of Engineers, Singapore, and a Fellow of the American Society of Heating, Refrigerating and Air-Conditioning Engineers. He is also a Fellow of the Singapore Academy of Engineering, the ASEAN Academy of Engineering and Technology, the Energy Institute, UK, and the ASEAN Federation of Engineering Organisations. He is an editor of the Elsevier published Applied Energy and a member of the editorial board of Advances in Applied Energy.
