Session 1.3: Policy and Regulatory Frameworks for Energy Security

Translating energy security ambitions into durable outcomes requires regulatory institutions and policy frameworks that are fit for the clean energy era. This session brings together perspectives from regional energy bodies, development partners, and regulatory specialists to examine how countries and regional groupings are designing the governance structures needed to enable resilient, integrated energy transitions.

Presenters will examine how the ASEAN Power Grid can move beyond fragmented national approaches toward coordinated frameworks that strengthen regional resilience and reduce exposure to supply volatility, how Pacific Island States can leverage the Blue Continent paradigm to build governance models suited to their unique vulnerabilities, and how a practical institutional health check framework can help energy regulators assess their readiness to manage the growing complexity of clean energy systems.
