Bio

Len is a Senior Energy Specialist currently with the Pacific Regional Department of the Asian Development Bank (ADB). He worked in ADB’s South Asia Regional Department from 2009-2020 where he processed and implemented ADB loans, grants and technical assistance and has experience of covering India, Bangladesh, Maldives, Nepal and Bhutan as well as on regional energy projects. With regard to rural energy related support, Len led a team that processed the $618 million Bangladesh Power Sector Enhancement and Efficiency Improvement Project that had a key component supporting rural electricity distribution infrastructure creation and technical assistance support on energy-based livelihoods. He has also led the team for the approval of the first results-based lending program in the power sector in SARD in the state of Maharashtra to support energy access for agricultural customers using HVDS.

Prior to ADB, Len was a senior manager with one of the Big 4 consulting firms where he worked on due diligence for private sector investments, regulatory capacity building and projects with ADB, World Bank and DFID. Len has a bachelor’s degree in electrical engineering from Delhi University and a post graduate diploma in management from the Indian Institute of Management at Ahmedabad.

Mr. Li Junfeng is the First Director of National Center for Climate Change Strategy and International Cooperation and he currently serving as the Chairman of academic committee of NCSC. He wins Ninth Annual Zayed Future Energy Prize Lifetime Achievement Award in January of the year 2017. He also is a member of National Energy Advisory Council, a member of Expert-committee of National High-tech Program, a member of expert committee of National Ecological and Environmental Protection, a member of Expert-committee of National Energy Administration Energy Internet, etc. And, he also serves as a consultant of low carbon development for Beijing, Shanghai and Shanxi Provincial People’s Government. Meanwhile, he is invited to be the professor and doctoral supervisor by Renmin University of China and other colleges and universities of China.

Currently, Mr. Li is also the President of both Chinese Renewable Energy Industries Association (CREIA) and Renewable Energy Professional Committee of China Energy Research Society. From 2011 to 2016, Mr. Li used to serve as the Director General of National Center for Climate Change Strategy and International Cooperation (NCSC). From 1982 to 2011, Mr. Li has dedicated his nearly three decades career life worked in Energy Research Institute of National Development and Reform Commission (NDRC) and used to serve as the Deputy Director General of ERI and the Chairman of Academic Committee of ERI for more than 10 years.

The major publications of Mr. Li are China’s Low Carbon Energy Strategy Study, Strategic Research on Climate Change, Ecological Civilization Construction and Energy Revolution, Study on the Control of Greenhouse Gas Emissions in China, China Renewable Energy Technology Evaluation, Wind power 12, Interpretation of the People's Republic of China Renewable Energy Law, China PV Power Technology Market Analysis, Study on the Development Strategy of Renewable Energy in China, etc. Besides, as one of the main authors, Mr. Li also participated in the preparation of the IPCC second to fourth evaluation reports.

Li P’ing Yu leads Shell’s Carbon Capture and Storage business in Asia. She is part of a global team developing CCS projects and opportunities that will be an enabler of Shell’s CCS ambitions, including shaping new emerging positions in the lower carbon products and sectorial decarbonisation. Ms. Yu has held leadership positions in strategy, integrated gas and upstream development, joint ventures, deal delivery, new business development and commercial management, divestments, and acquisitions. Ms. Yu joined Shell in 2002 where she worked in technical, contracting and procurement, project, deal delivery and commercial roles, with deep experience in LNG and integrated gas and upstream development, as well as in global LNG markets. Ms. Yu received a Bachelor of Engineering (Hons) degree, and in 2014 completed a Master of Business Administration from the International Institute for Management Development (IMD) in Switzerland.

Lily joined the UNEP Regional Office for Asia and the Pacific in 2019 as the coordinator of the Cool Coalition, an official outcome of the Energy Transition Track of the UN Climate Action Summit. The Coalition is working with countries to simultaneously advance the just energy transition, strengthen resilience and food security, while driving down rising emissions through sustainable cooling. Previously Lily was in the UNEP Paris office where she developed and led the District Energy in Cities Initiative unlocking over $200 million in investments for efficient, renewable heating and cooling infrastructure. Over the last fifteen years, Lily has worked as a worked to advance the energy transition at REN21, Environmental Defense Fund, ICLEI - Local Governments for Sustainability and the German parliament- where she participated in the set-up and promotion of IRENA. She has authored energy publications, including UNEP 2015 ‘District Energy in Cities: Unlocking Energy Efficiency and Renewable Energy.”

"Liming Qiao is currently the Head of Asia at Global Wind Energy Council. Since joining GWEC in 2008, Liming has been in various roles at the association focusing on policy and Asia related issues. Liming’s current focus is on wind energy policy in Asia and she is leading GWEC’s South East Asia (SEA) Task Force, which is a working group with major industry and institutional stakeholders active in SEA to advance better policy for wind energy development in the region. She has been working closely with the wind industry to promote a better policy environment for the wind sector in China and other parts of Asia. Liming pioneered GWEC’s work in new Asian markets like Mongolia, Vietnam, Thailand and Taiwan. Liming has been working in the field of climate and energy since 2003, with a focus on renewable energy policy and international climate policy. Before joining GWEC, she worked with international organisations on various climate related programs."

Linda Arthur is a senior specialist at the Asian Development Bank Institute. She works with government officials by designing knowledge products to strengthen policy making and implementation across a range of priority areas for developing and emerging Asia, including use of strategic foresight for inclusive recovery policies; innovation ecosystems to spur green growth; and leveraging behavioral insight to augment development impact. She is seconded from the Asian Development Bank, where she has worked since 2003, in various positions, including field assignments in Afghanistan and Pakistan. She holds a PhD from Oxford University and an MA and BA from the University of Toronto.

Lingshui Mo, is a consultant of ADB on low carbon and green development (climate and clean energy policy, mitigation projects). She is also a visiting researcher at Chongyang Institute for Finance Study, Renmin University in China. She provides technical support to ADB on green finance/climate finance, carbon markets, low-carbon technology financing and transfer, low-carbon city development, clean energy policy.

Prior to ADB, she led a team to develop mitigation projects for carbon finance in the UK consulting company. She participated in the formulation of economic and social development plans, industrial policies, regional plans, and urban infrastructure investment plans, charged the assessment and approval of urban infrastructure projects in the government of PRC. She holds master’s degrees in both economics and international finance.

Linh Chi serves as the Private Sector Engagement Director for the USAID Vietnam Low Emissions Energy Project II (V-LEEP II). She is currently in-charge the private sector engagement works at V-LEEP II where V-LEEP II will provide both general, industry-wide support and direct, one-on-one transactional support to private sector organizations in Vietnam to accelerate investments required for clean energy projects in Vietnam. Before joining V-LEEP II, she has more than 15 years of professional advisor at Deloitte Vietnam and has diversified working experience with various Multinational Groups, giant Vietnamese Companies from State Owner to Private Company in Energy and Industrial Real Estate sector.

Mr. Zhang Liutong has 15 years' experience of providing advisory services on the power and gas market in Southeast Asia and the greater China regions. In the Philippines, he has advised international investors on economic, commercial and technical matters in the power sector in the Philippines. In Singapore, he has continuously worked with Energy Market Authority (EMA) on many important regulatory projects related to vesting contract regime, fuel mix policies, detailed design of the forward capacity market, carbon policies and market power mitigation issues, etc. In China, he has worked extensively with foreign investors on the in the opportunities and risks of investing in the Chinese renewable sector. Liutong is currently the director of WaterRock Energy Economics. He holds a Bachelor of Chemical Engineering with first class honours from the National University of Singapore (NUS). He is fluent in English and Mandarin.

Lloyd Wright is currently a Senior Urban Development Specialist (Transport) within the Central and West Asia Department at the Asian Development Bank (ADB). Mr. Wright assists in the implementation of sustainable urban mobility projects in the Central and West Asia region. Mr. Wright is particularly supporting the development of new initiatives for quality urban public transport systems and non-motorized transport integration. He is the author and editor of several sustainable transport publications, including Car-Free Development and the Bus Rapid Transit Planning Guide. Mr. Wright has conducted post-graduate research as a Gakushin Fellow at Osaka University (Japan). He conducted his PhD studies in transportation planning at the Bartlett School of Planning at University College London. He also possesses an MSc with Distinction in Environmental Assessment from the London School of Economics, an MBA with Honours from Georgetown University, and a BSc with Honours in Engineering from the University of Washington.

Loan is a climate change expert and the advisory manager of the Green Climate Innovation Company Limited (GreenCIC) in Viet Nam. She graduated from Hanoi University of Science and Technology of Viet Nam and hold Master Degree in Development Policies and Practices from Graduate Institute Geneva, Switzerland. She is currently the PhD candidate in Climate Change and Sustainability of Euclid University. She started to work for GreenCIC from 2011 and has participated in several advisory services on climate change policies, institutional set-ups and project development for the carbon market, both domestically and internationally. She was the Climate Change Expert in the project on Impact Assessment of EU’s Carbon Border Adjustment Mechanism and Carbon Tax Design for Viet Nam funded by the Energy Transition Partnership in Viet Nam in 2022 to provide recommendations for the government of Viet Nam to respond to CBAM. She has also participated in awareness rising and capacity building for enterprises in Viet Nam to prepare for CBAM implementation.

Ms. Varrick is CEO of CORE International, Inc. and Officer-in-Charge of the Enhancing Equality in Energy for Southeast Asia (E4SEA) Activity. Ms. Varrick provides change management and capacity building services to clients worldwide. Her special expertise is in the energy sector where her work has included projects and programs in energy efficiency, clean energy production and use, renewable energy systems, and rural energy services. She has worked in over 60 countries and has been responsible for multi-year energy projects in India, the Republic of Georgia, the Turkish Cypriot Community, Thailand, and throughout Southern Africa for clients such as USAID, DFID, SIDA, and GIZ. Prior to joining CORE International, she was the Senior Country Manager for Central and Eastern Europe and the Country Manager for Africa Middle East for the US Trade and Development Agency. She holds an MA in International Economics from the University of Leuven, Belgium and a BA in Political Science and Communications from Central Connecticut State University, USA. She is certified in Human Performance Improvement from the Association for Talent Development and in Professional Leadership from the Creative Leadership Institute.
