Dr. Neil Adrian S. Cabiles currently serves as Assistant Secretary of the International Finance Group (IFG) of the Department of Finance (DOF). He supervises both offices of the IFG, the International Finance Policy Office (IFPO) which deals with the DOF’s international finance cooperation initiatives, and the International Finance Operations Office (IFOO) which secures and facilitates official development assistance (ODA) in support of the Government of the Philippines’ (GOP) financing requirements. Dr. Cabiles has been with the DOF since 2013 and has served as Director of the IFPO and the IFOO-Bilateral Assistance Division (BAD), prior to his appointment as Assistant Secretary.

Mr. Neil G. Ravena is Head of the Iloilo City Environment and Natural Resources Office and is the designated Energy Efficiency and Conservation Officer. He is also concurrently holding key management positions, among them in the General Services Office, the Iloilo City Sanitary Landfill, and the City’s Solid Waste Management Board Secretariat. A licensed electrical engineer by profession, Mr. Ravena is also a certified Pollution Control Officer and has over 20 years of professional experience in the fields of energy and environmental management. His leadership and exemplary service to Iloilo City in crafting and implementing energy and environmental policies has led him to be nominated in the government’s Dangal ng Bayan (Outstanding Public Officials and Employees) Awards. He graduated from the Central Philippine University and holds a Master in Public Management degree from the Ateneo de Manila University.

Ms. Nhien Ngo holds an Engineer’s Degree in Electronics Informatics from Hanoi University of Science and Technology, Vietnam (1994-2000), a Master’s Degree in Energy System and Management from the University of Flensburg in Germany (2006-2007). She is a former fellowship of International Climate Protection Fellowship, Alexander von Humboldt (2012-2013). Former researcher of the Ministry of Science and Technology. Working as Independent Energy Consultant (funded by WB, ADB, EU, UN, etc.) with Ministry of Industry and Trade since 2008. Contribute to establishing the Vietnam Energy Partnership Group (MOIT, MOC, MOT & >60 Development Partners) (2016-2018). Her professional activities focus on energy economics, energy modeling, energy policy, and the assessment of low carbon energy projects.

Nicholas Ottersbach is a Business Development Manager at Nuventura. He is an experienced energy analyst with a passion for sustainable energy systems. With a background in Marketing and Policy, Nicholas has contributed to numerous projects aimed at raising awareness of the environmental impact posed by SF6’s use in switchgear, and promoting the adoption of sustainable switchgear alternatives.

A master mariner and a committed proponent of the maritime users’ perspective, Rear Admiral Nick Lambert concluded a long naval operational career as the UK National Hydrographer in December 2012. He advises on a wide range of maritime issues including the growing potential of the blue economy concept, the importance of spatial data infrastructures and hydrography for maritime economies, the evolution of eNavigation and GNSS vulnerability, near or real time situational awareness (especially that derived from space based assets and applications), maritime connectivity and cyber security, human factors, and training and education in the maritime sector. He has a particular interest in the Polar Regions and is also engaged in a variety of situational awareness, fisheries and aquaculture management, marine autonomous systems and vessel efficiency projects.

Nicola McFarlane has over 18 years of experience working in engineering in the oil & gas industry both in Australia and the UK. Nicola’s current position is DNV Principal Low Carbon Lead in Australia supporting Energy Transition and Decarbonisation services and managing key hydrogen related projects in Australia. Nicola is a principal engineer and project manager working in risk management, technical assurance and advisory services. With expertise in safety and regulatory compliance within the Australian Regulatory Regime including Safety Case development and validation and the UK Regulatory Regime. Nicola has a First Class Honours degree in Mechanical Engineering from the University of Western Australia.

Nicole Della Vedova is a Senior Manager, whose career has steadily advanced in almost 15 years of activity in financial markets among different industries (Energy, Oil & Gas, Utilities).

After a short experience in a consultancy firm, Nicole began her professional career as Analyst in Capital Markets and Credit Rating at Eni SpA, where she worked for 6 years, dealing with bond issues, market analysis and relations with main international banks and rating agencies. After a prominent experience in Maire Tecnimont SpA as Senior Financial Planning and Advisory Analyst, in 2016 she joined Enel SpA as Head of Group Capital Markets, within Finance & Insurance department. In Enel SpA she is now responsible for Corporate Finance, leading both capital markets activities and public finance. She is recognized as a leading expert in the Sustainable Finance space, and she participated in the drafting of the Sustainability-Linked Bond

Principles released by the International Capital Market Association (ICMA). Born in 1983, she graduated in business and finance at Bocconi University of Milan. Since 2017 she is also a member of the International Capital Market Association.

Nicolina is an Energy Planning Specialist at SEforAll with more than 6 years of experience in geospatial electricity access planning and energy modelling. She has supported governments across Africa, Asia, and Central America to bridge their access gaps informed by geospatial data and analytics. She has led multiple national electricity access projects and capacity-building programs for client governments to inform the design of country roadmaps’ to scale up electricity access. She has a master's degree in Sustainable Energy Engineering with a minor in Policy and Management from KTH, Royal Institute of Technology.
