Joonho Hwang is the Director, Energy Division, Central and West Asia Department (CWRD) of the Asian Development Bank (ADB). He has over 23 years of work experience including 13 years in ADB where he has progressively assumed various posts in CWRD and in Southeast Asia Department. He leads the team in project development and portfolio management. Before joining ADB, he worked as a licensed Professional Engineer in the United States, and led multidisciplinary teams for projects in oil/gas, power, and transport sectors.

Mr Chiang is the Chief Investment Officer, Infrastructure, of Keppel Ltd. Prior to this, he was CEO of Keppel Infrastructure Fund Management, the Trustee Manager of Keppel Infrastructure Trust, Singapore’s largest infrastructure business trust listed on the SGX. Mr Chiang has over 15 years of experience across infrastructure private equity and investment banking, with more than US$10 billion of transaction experience in developed and emerging markets of Asia Pacific, Europe, Middle East and North America. Mr Chiang’s investment experience spans across renewables, regulated utilities, conventional energy, distribution & transmission, transportation, water, waste and digital infrastructure, with a track record of successful returns to investors. Prior to joining Keppel, Mr Chiang worked at Partners Group, Arcapita and Barclays Capital, and was based in Hong Kong, London and Singapore over the tenure of his career. Mr Chiang has a Master of Finance from the University of Cambridge and is a CFA® Charterholder.

I have developed his professional carrier as Engineer, Consultant and Professor on energy, renewable energy with a special focus on solar energy. I have worked in international cooperation since 1999.

I have led complex, multicultural solar projects in developing countries, teams of national and international experts in: Azerbaijan, Bangladesh, Bolivia, Chile, China, Egypt, India Jordan, Peru, Vietnam, Uzbekistan and, Turkmenistan for IFIs, ADB, World Bank, IADB and KfW. Leading projects with individual budgets over 2 million € and more than 20 consultants. I have participated in roadmaps for solar energy development, NAMAS, CSP and PV power plants (large scale, BIPV and rural electrification) projects

I have developed my professional carrier as engineer, economist , consultant, professor, researcher and developer on clean energy with special focus on solar energy. I have provided support to governments, manufacturers, investors and arbitration tribunals on renewable energy in more than 15 countries, in projects with aggregated installed capacities in the range of GW.

Mr. Barroco specializes in renewable energy project development, risk management, and project finance. He is a financial consultant to the Asian Development Bank (ADB) in energy, project finance, and public-private partnerships. He assists ADB in designing and developing climate mitigation programs to help the Philippine Government craft renewable energy and grid essential services policies. He assists the Public-Private Partnership Center of the Philippines in all financial and economic aspects of solicited and unsolicited proposals. As an energy project developer, he assembles all necessary parties and structures contracts to de-risk the project. He raises non-recourse financing by relying on the project's future cash flows instead of existing collateral. He is the author of several peer-reviewed articles published in top-ranked energy journals and teaches finance at the Asian Institute of Management (AIM). Mr. Barroco completed his MBA from Harvard Business School and his BA degree in Economics from Universidade Católica Portuguesa.

Atty. Jose M. Layug, Jr. or “Jay” is currently a Senior Partner at Divina Law Offices. He is the President of the Developers of Renewable Energy for AdvanceMent, Inc. (DREAM), the umbrella organization of all renewable energy associations in the Philippines. He is also a director of the Philippine Energy Research & Policy Institute (PERPI), an independent energy think-tank created by law. He is also the Co-Chair of the Renewable Energy and Energy Efficiency Committee, European Chamber of Commerce in the Philippines (ECCP). He recently served as Chairman of the National Renewable Energy Board from 2016-2018. Jay was the Undersecretary of the Philippine Department of Energy (DOE) from 2010-2012 and headed the Renewable Energy Management Bureau, Energy Resources Development Bureau, Energy Utilization Management Bureau, Oil Industry Management Bureau and Legal Services. He was primarily responsible for the revival of various sectors in the Philippine energy sector with the successful launching of the National Renewable Energy Program, the Philippine Energy Contracting Rounds for Petroleum and Coal and the Public Transport Assistance Program of Pantawid Pasada. Prior to his DOE position, Jay was a Senior Counsel for the Negotiations and Legal Department of the Australian Strategic Business Unit of Chevron Corporation and served as the Malampaya Legal Manager of Chevron Malampaya LLC located in Manila, Philippines from 2007-2010. As Chevron counsel, he received the first ever William T. Coleman Award in 2008 – the highest recognition given by Chevron Corporation to a Chevron in-house counsel worldwide – besting all other Chevron lawyers worldwide. Before joining Chevron, Jay acted as international legal consultant of the Asian Development Bank and was a Senior Associate at SyCip Salazar Hernandez & Gatmaitan handling banking and finance, project development and financing relating to mining, energy, power and transportation industries. From 2000-2002, Jay practiced law in New York and worked as a Foreign Lawyer at Sullivan & Cromwell in New York. Jay served as Dean of the University of Makati School of Law and currently teaches at the University of the Philippines College of Law.

Dr. Josef M Ullmer is seasoned Energy Professional in the Electricity Field active in Asia and Oceania for the last four decades. During his career, he has built numerous strategic initiatives for AIS & GIS substation, Thermal Power Plants, Gas Combined Cycle Power Plants until he found his passion for Hydro Power Plants in the Middle East, Asia, Australia, New Zealand and Oceania. Josef, as an Electrical Engineer, has extensive experience in the business development, design, manufacturing, installation and operation and maintenance of Hydro Power projects. Renewable Sustainable Electric Energy and the challenges of integrating intermittent Solar and Wind with Hydro Pump Storage solution as well as providing Hydro Power to produce Green Hydrogen will be his focus, for the future to contribute to net zero emission goals in the manageable timeframe.

Joseph Cordonnier works at the Organisation for Economic Co-operation and Development (OECD), in the Environment Directorate. In his current role, he supports the development of policy measures and financial instruments to scale up investment in industry decarbonisation and clean hydrogen in emerging economies. He has notably co-authored the reports Green hydrogen opportunities for emerging and developing economies and Scaling Hydrogen for Development. Before joining the OECD, he has worked for 10 years in the energy and heavy industry sectors, focusing on market analysis, business development and decarbonisation strategy.
